The governance structure of Community Action Agencies is legislatively mandated through the Quie Amendment passed in 1978. This legislation requires that CAA boards be composed of at least one-third low-income representatives selected by a democratic process; one-third elected officials; and the balance from the private sector.

Program Governance is section 1304.50 of the Head Start Program Performance Standards. Opportunities for parents to be involved in shared decision-making activities with the governing body and staff include elected participation on the Policy Council.
- Council is made up of 51% Head Start Parents; 49% Community
- No person may serve more than three years
- Meets once a month
